First, a falsifiable LCOE target: "cheaper than fossil" needs a plant-specific, inflation-and-region-agnostic benchmark. A useful working number is the marginal cost of new gas combined-cycle, often cited in the $40-70/MWh range in the US, and existing coal/gas marginal running costs lower still.
